CDA Seeks Qualified Contractors
The Community Development Administration of West Haven’s mission focuses on revitalizing the community through funding, technical assistance and various programs aimed at enhancing the quality of life for our residents. As we strive to serve our most vulnerable populations, we are seeking qualified HIC, HVAC, roofers, electricians, plumbers and window contractors to join us in this endeavor. Our programs include single-family and multifamily rehabilitation projects, correction of code violations, and addressing safety and health issues.

Community Development Block Grant Program
NOTICE OF PUBLIC COMMENT: Annual Action Plan for Program Year 51 [July 1, 2025, to June 30, 2026] (PDF)
The Community Development Block Grant Program (CDBG) is a federally financed assistance program administered by the U.S. Department of Housing and Urban Development (HUD). Under the so-called entitlement portion of the programs, cities with populations exceeding 50,000 are entitled to receive annual grants. HUD determines the amount of each entitlement grant by a statutory dual formula that uses several objective measures of community needs, including the extent of poverty, population, housing overcrowding and age of housing, as well as population growth lag in relationship to other metropolitan areas.
Using these funds, municipalities may undertake a wide range of activities directed toward neighborhood revitalization, economic development, and providing improved community facilities and services. Such activities are developed at the local level, as are the funding priorities, provided that such activities conform to the statutory standards and regulations.
Entitlement communities develop their own programs and funding priorities. However, grantees must give maximum feasible priority to activities that benefit low- and moderate-income people. A grantee also must carry out activities that aid in the prevention or elimination of slums or blight or meet other community development needs having a particular urgency. CDBG funds may not be used for activities that do not meet these broad national objectives.
